The OECD and WTO have today published the first estimates from their new database on trade in value added (TiVA).
In response to this report, Lord Green, UK Minister of State for Trade and Investment said:

Qatar customs authorities have issued important notification when exporting goods and completing export documentation, which dictates the non-acceptance of Certificates of Origin that are not issued by the country of origin where the goods are also being exported from
All Qatari companies have been instructed by the Qatari customs authorties they must ensure the Certificate of Origin is issued by the same country of origin where the goods are being also being exported from

The country groups included in the comparison are the 27 EU Member States, three EFTA Member States (Iceland, Norway, and Switzerland), acceding state Croatia, four EU Candidate Countries (the former Yugoslav Republic of Macedonia, Montenegro, Serbia and Turkey) and two potential candidate countries (Albania, Bosnia and Herzegovina).
